Circular 22's regulations are currently being applied, but many gold shops still do not fully grasp the necessary provisions of the circular regarding product quality management and the labeling standards applied to jewelry labels for the gold, silver, and fine art industry

CIRCULAR 22 OF THE MINISTRY OF SCIENCE AND TECHNOLOGY
REGULATIONS ON QUALITY MANAGEMENT OF GOLD, JEWELRY LABELS, AND FINE ART
Article 6. Quality requirements for gold jewelry and fine art
1. The quality of gold jewelry and fine art is graded according to the purity of gold corresponding to the gold content specified in Table 3.
2. When grading by Karat, gold jewelry and fine art are graded to the next lower grade adjacent to the actual Karat value determined according to the nominal grading in Table 3 (e.g., 21.5K gold jewelry is classified as 21K gold). In cases where grading is based on purity or gold content, the actual value must be declared (e.g., gold jewelry with a gold content determined to be 78.0% must be declared as 78.0% or 780).
3. If gold alloy solder is used, it must have a minimum purity equivalent to the declared grade of the gold jewelry product. When using non-gold alloy solder or replacing it with adhesive, it must be clearly declared, including the amount of material used for bonding if it affects the product's weight by more than the maximum permissible error as stipulated in Table 2, Article 4 of this Circular.
4. Gold jewelry and fine art with more than one main component (excluding solder and auxiliary parts such as: clasps, screws… if any) made of gold alloy with different grading values as stipulated in Table 3 of this Article will be graded according to the component with the lowest grading.
5. Gold jewelry and fine art are allowed to use base metals made of alloys other than gold alloy to enhance mechanical strength that gold alloy cannot provide.
Base metals must be surface-treated so as not to cause visual confusion with the gold alloy component. The use of base metals other than gold alloy must be clearly stated in the product's composition declaration.
6. If gold jewelry and fine art products use metal (other than gold) or non-metal coatings for decorative purposes, the coating must be thin enough not to affect the item's weight. If the coating's weight exceeds the maximum permissible error in weight as stipulated in Table 2, Article 4 of this Circular, it must be specifically stated in the product's composition and quality declaration.
7. If gold jewelry and fine art products use filling materials or fillers for empty spaces, it must be specifically declared, and it must be clearly stated that the product is not entirely made of gold alloy.
8. All components of gold jewelry and fine art (including base metal, coating material, solder, bonding material…) must not contain harmful or health-affecting components exceeding the permissible thresholds according to relevant current regulations.
9. The gold content in the product (or in the gold-containing component) of gold jewelry and fine art must not be lower than the declared content value. The error limit for gold content determination test results is stipulated in Clause 3, Article 5 of this Circular.
10. Gold jewelry and fine art are only allowed to circulate in the market after declaring the applicable standards and labeling according to the provisions of Article 7 of this Circular.
Article 7. Declaration of applicable standards and labeling for gold jewelry and fine art

4. Labeling for gold jewelry and fine art:
a) General requirements:
- The labeling of gold jewelry and fine art must comply with the provisions of Decree No. 89/2006/ND-CP dated August 30, 2006, of the Government on goods labels. The position of gold jewelry and fine art labels must comply with the provisions of Article 6 of Decree No. 89/2006/ND-CP;
- Gold jewelry and fine art labels can be directly applied to the product by mechanical engraving, laser engraving, debossing, casting, embossing, or by an appropriate method (if the product's size and structure allow) or displayed on accompanying documents;
- The purity or gold content according to the grading specified in Article 6 of this Circular must be clearly indicated in a conspicuous position on the product using Arabic numerals showing the gold parts per thousand (1000) parts by weight of the product (e.g., 999 or 916...) or using Arabic numerals showing the Karat index accompanied by the letter K (e.g., 24K or 22K...) corresponding to the grading specified in Article 6 of this Circular.
If the product's size does not allow direct display, the declared gold content must be indicated on an attached label. If the product has two or more components with different gold contents, and the difference can be visually identified, the gold content must be indicated on the component with the lower gold content;
- For imported gold jewelry and fine art, in addition to the original label in a foreign language, there must be a supplementary label in Vietnamese showing the labeling information as stipulated in point b, clause 4 of this Article, and the origin of the goods.
b) Labeling content:
- Printed labels attached to gold jewelry and fine art products must include the following contents:
+ Product name (e.g., bracelet, necklace, gold ring, diamond ring…);
+ Name, code of the manufacturing organization or individual (e.g., PAJ, SJC, DOJ...);
+ Gold content (gold purity) as stipulated in point a, clause 4 of this Article (e.g., 999 or 99.9% or 24K);
+ Weight of gold and weight of attached items on gold jewelry and fine art (e.g., diamonds, sapphires, rubies...);
+ Product code of gold jewelry and fine art as stipulated in point c, clause 2 of this Article.
- Method of direct labeling on gold jewelry and fine art (if the product size is suitable):
+ Product code (e.g., PAJ, SJC, DOJ...);
+ Gold content (gold purity) as stipulated in point a, clause 4 of this Article (e.g., 999 or 99.9% or 24K);
